Serbia Tax Authority come out with a new concept of electronic fiscal devices (EFD) 2021/10/09

Normally EFD means electronic fiscal devices which including the fiscal tax register (FTR), fiscal printer (FP) and Electronic signature device (ESD).

But recently Serbian Tax Authority came out their new fiscal specification with the target to make the fiscal market open to all device and software vendors who can meet specific needs of different kinds of business.

So EFD now is not just a hardware device as above mentioned, but also can be just a software. An EFD, according to its components, is divided into invoicing system, processor (SDC) and secure element in this new spec.

If you are a software company, you can just provide the invoicing system follow the requirement of new law but working with V-SDC via the digital certificate. The secure element in the V-SDC is the same for all TAX payers to verify them by their different digital certificate.

If you are a hardware vendor, you can provide a solution including all 3 components that working with E-SDC. Such kind of E-SDC solution can work both under online and offline scenario which is very important for supermarket, restaurant and hotel that their business cannot stop due to internet interruption.

If the taxpayer is lacking the ability to connect internet due to the technical limitations of the devices or limited infrastructure, he need to execute local audit. The local audit is initiated by inserting an SD card or USB Flash drive to an E-SDC device.

The Admin secure elements and POS secure elements was granted to each taxpayer and different location in a Smart card. The E-SDC will use this SE to verify itself to the Tax Authority server for the remote audit processing.

From the taxpayer point of view, they have many kinds of selection for them. They can select from below EFD setup list which can best suit for their business. This will massively reduce the cost for new fiscalization. The Tax Authority even provide free web, mobile and PC application for fiscalization.
