Low tax compliance is a major challenge in most developing countries especially in Africa. Many governments have adopted a Value Added Tax (VAT) to increase tax revenues. The key benefit of VAT is that it is self-enforcing along the supply chain. Firms have a financial incentive to honestly report the value of transactions on intermediate goods. This incentive structure breaks down at the “last mile” – the point of retail sales to consumers – where the transaction is not reported by the buyer and hence is susceptible to under-reporting by the seller.
In response, many countries, first back to 1980s in Japan and several countries in Europe introduce EFDs (Electronic Fiscal Devices). In recent years, there has been accelerated deployment of EFDs in Sub-Saharan Africa. In 2005, Kenya became the first East African country to implement EFDs, by Tanzania in 2010 and Rwanda in 2014. The Electronic Fiscal Devices (EFDs) can mitigate under reporting at the last mile. EFDs transmit a record of the transaction and a report of Daily sales and taxes to the revenue authority in real-time. Although EFDs are not guaranteed to increase VAT revenues, in combination with the appropriate policies they can substantially reduce the cost of ensuring VAT compliance.
In 2012, the first wave of Electronic Fiscal devises (EFDs) was rolled out to 22 000 VAT registered companies all over Tanzania to increase VAT collection. However, both take-up and use of EFDs are lower than expected. The same was observed in Kenya, since the introduction of EFDs in 2005, there has been no sustained tax revenue increase, suggesting the introduction of EFDs has not brought any substantial gains.
Beyond the obvious technical problems of connectivity to the network and power outages, the other three key factors after study are the lack of training of VAT-collecting businesses on the use of EFDs, usability and malfunctions and errors of EFDs.
So the EFDs manufactures need to concentrate on designing a new generation Electronic Fiscal Devices that can compliance with below four points:

2.Compatibility: flexible EFDs that are compatible with legacy systems
3.Robust: user-friendly for African scenario with dust-proof
4.Differences: differentiated according to types of businesses
